The Quiet HR Market at Senior Level

After 19+ years in HR and Operations, one thing has stayed consistent for me: the senior market is wider than what’s advertised.

Some leadership appointments begin with a job advertisement. Many begin with a conversation: a succession question, a change in direction, a business that realises it needs different People leadership before a role is formally approved.

The Market You Can’t See on a Job Board

An advertised search shows one view of the talent available. At senior level, the absence of a vacancy doesn’t mean the absence of opportunity. It often means the organisation hasn’t yet decided how, or when, to go to market. For HR leaders, that means the next opportunity doesn’t always arrive through a job board. For organisations, it means the strongest candidates are rarely the most visible ones.

Why Discretion Matters

Senior People & Culture roles sit close to sensitive decisions: leadership change, organisational restructure, executive remuneration, governance. Discretion protects the organisation while those decisions are still being made. It protects candidates too. A strong HR executive exploring what comes next is not signalling dissatisfaction. Often, they are simply open to the right conversation, and they deserve to have it in confidence.

The Executive Who Isn’t Looking

Many of the leaders I admire most are not applying for roles. They are busy doing meaningful work. What draws them into a conversation is rarely a title or a salary alone. More often it is the chance to influence strategy, work alongside an ambitious CEO or build a People function with real executive influence.

Judgement Over Vacancies

What I’ve learned is that the difference between a good appointment and a great one usually comes down to judgement: understanding the business, the individual and the moment. That judgement is hard to find in a vacancy, and it’s where we focus.

It’s also why a confidential search should never be mistaken for a narrower or less rigorous one. Done well, it asks more of everyone involved, not less. Ar Riviera, our confidential search services are done through our CARE framework.

A Final Perspective

The quiet market isn’t a separate market. It’s another dimension of the same one.

At senior level, the most valuable opportunity is often simply the conversation worth having.
